Born in Chicago, IL and admitted to the bar in Illinois in 1978. In 1979 Feinartz was admitted to the U.S. District Court, Northern District of Illinois.

Education: University of Illinois, Urbana-Champaign (B.S., 1975); John Marshall Law School (J.D., 1978). Pi Lambda Phi. Life Member, University of Illinois Alumni Association. Proud graduate of Niles North High School in Skokie, Illinois.
